A fillable PDF carries real form fields: text boxes, checkboxes, and radio buttons that a program can recognize. When your form is built that way, the editor finds every field the moment the file opens. Click into the first box, type, and move through the rest. A flat form is the other kind, and it is the one that causes the support tickets. It looks identical on screen, but the blanks are just printed lines with nothing behind them, often because the form was scanned or exported from a design tool. Most viewers give you a text cursor that lands nowhere. Here you switch to the Text tool and type directly onto the page, wherever the answer belongs.
You do not need to know which kind you have before you start. Open the form; if clicking a blank does nothing, it is flat, and the Text tool takes over from there.
Line up your answers on any scan
With the Text tool active, each click plants a small text block you can drag into position and resize until it sits neatly on the line. Set the font size once and it carries to the next block, so a full page of blanks goes quickly. Dates, ID numbers, addresses: type them in, nudge them into place, done.
A fair warning from real use: a crooked or blurry scan makes the lines themselves sit at odd angles, and text on top of them can look slightly off no matter how carefully you place it. Zoom in before you position anything on a rough scan, and the result comes out much cleaner.

Most forms end at a signature line, so the signing tools live in the same toolbar as the filling tools.
